reporter's speculation that a substantive tax bill was
unlikely in 1934: President: I think it is a
pretty good inference for this year and the reason for it
is that I am very hopeful that the actual tax receipts
will run a good deal higher than the estimates we have
here. I think it is better to plug the loopholes rather
than get into a discussion of taxes at this session.
