Before becoming deputy editor, Tax Notes Today, State Tax Today, Worldwide Tax Daily, O'Toole was the editor of Tax Notes Today, Tax Analysts' daily federal publication. O'Toole started his career at Tax Analysts as a congressional correspondent, covering the 2008 financial crisis, the 2009 economic stimulus, and the negotiations that produced the Affordable Care Act. O'Toole has a BA in English from Harvard University and a master's degree in journalism from Northwestern University's Medill School.
